AMEX Gold cardholders can login via the link above to check if they have an offer to get 10K bonus points for adding an additional user and spending $2,000 within 6 months. The bonus is limited to one additional user per card.
Note that you can also try asking a chat agent or calling the number on the back of any AMEX card to see if you have any other offers for adding additional users to your card.
There is no annual fee for the additional user.
You can apply for an additional card for users 13 and older.
Note that additional user cards do count against the additional user’s 5/24 count if they want to apply for Chase cards. However if you apply for a card and are rejected due to 5/24, you can call Chase and request that they manually exclude the card from your 5/24 count by saying that the additional user is not financially responsible for the card.

Just fyi, additional user cards on this account are free for up to 5 additional AUs. After that you pay $35 per card. I already had 5 AUs so I had to close 1 if I didn’t want to get a charge of $35 for having a 6th card.
