What price do you see? If you see $129.99, that is $100 less than it normally sells for.

Would this be a good thing to give to an elderly person as a digital picture frame, and possibly an option for communication (can it send/receive emails?)?
Yes it works for video intercom and most of the other features on your Amazon account. For digital pictures as soon as you upload to Amazon Prime Photos it shows up on the device.
