After following the discussion of whether tankless water heaters are kosher, I had to ask (I am not a Jew) whether room air conditioners posed similar problems. I think I found some answers on sources like Wikipedia. The answer, I concluded, is “it depends.”

I live in a desert region that is hotter than the Negev. I could live without hot water for a day — we have solar collectors for that, anyway — but lack of air conditioning would be a health problem for myself, my family and friends. The secular question often posed to air-conditioning technicians is, “should I set the thermostat for a higher temperature, when I leave the house, and turn it back down when I return?” The secular answer to that is usually: That will reduce your electricity bill, but it will shorten the life of the unit. Leave it set at the same temperature, whether home or away.

Meanwhile, I am wondering how Israel is going to host next year’s Eurovision competition, which involves a lot of work and performances before Saturday sunset. But they have a year to figure it out.

I’m assuming you’re referring to air conditioning vis-a-vis Sabbath observance.
Strictly speaking, an observant Jew is allowed to have the a/c on on the Sabbath. In fact, in extremely hot weather some might posit that a/c may actually be required, especially for those most susceptible to the dangers of high temperature .
Howeve, one may not use any of the controls whatsoever (adjusting manual air vents is generally accepted). One may employ the use of a timer to turn it on or off, or use the controls on the unit (if so equipped). Again, the controls may not be touched on the Sabbath, so it should be set before the Sabbath starts.
As for your second query (Eurovision on Sabbath in Israel):
That’s a touchy subject. Let me try to be diplomatic and say that not every Jew is Sabbath observant, either by choice, by ignorance, or a myriad of reasons.

Because an average bedroom or living room of that size can make use of a 6k-8k air conditioner.
