How is a 2 story ladder when its only 13 feet tall?

You’re not jumping off the ROOF of the 2nd floor. Even if you have a 10 ft high first floor, the bottom of the 2nd floor window won’t be more than 3 feet off the floor. The ladder also doesn’t need to reach the bottom of the ground
