I wish I could get this price for a computer that has better than 1.7 GHz

Has turboboost up to 2.7GHz.
If I only knew what that meant š all I know is 1.7 is really low. What would I need to do to turbo boost it?
I don’t know much about computer specs…will this do a good job for home/school use – ie. running microsoft suite? No gaming, etc?
FYI – this laptop has no CD/DVD drive
Wish this had 1TB HDD
