It has ended everywhere but buy.com.
As long as you create the checkout account via the buy.com/google checkout process it will take off the $10.

thanks dan, i tried it through buy.com and got it… now lets see if the order actually goes through – last few times i tried they canceled my order for no apparent reason….

my cc (amex) works fine… i have opened about 10 to 15 gco accounts with it though so maybe they caught on?
