On my Bonvey amex I see spend $599 at dell, get back $120. Can I assume $599 including tax?

@dan on the amex offer of 20% back up to $1500 if i use it and get a $200 credit can i use it again until i get to $1500 in credit or is only valid on one transaction no matter how much the credit is
