Why am I being charged for shipping? I added a filler item of 0.98 to get above the $25 threshold, not only did it not help, it increased the shipping from $9.57 to $15.75.

as a Prime member, I chose free 2-day shipping.
On the “Place you order” screen the total shown is $53.07.
Do I have to actually place the order to see the savings?
