1) this is especially usful in retro-fit installations.
the cover plate is actually 12″ wide, so it can cover the hole in the wall that would be left from the older 3 handle systems.
however, in order to do that, you need to change the whole inside (called the “Rough-in Valve), in a confined space, which requires quite a bit of skill and experience
2) the set does not include the rough-in valve (a brass casing to which all the pipes are connected) but it dies include the cartridge (the plastic systems that controls the water flow
