Would LOVE to know how to get targeted on these. Never seems to work for me, guess they know I am going to buy everything anyways…
What you need to do is add a household member to your account. Primary accounts that are used often are rarely targeted for these offers. Secondary accounts are very often targeted.
I’ve had that sometimes but also many times only targeted on primary highly-used account. So not sure that’s the way to go. Dan recommends removing your credit cards and then re-adding and re-linking your rewards accounts to sometimes help get targeted.
Any advise on how to get targeted? I never seem to get these coupons.

Looks like this is a better deal than the Costco Flex-a sheet 12 Rolls 160ct (forget what we paid but I think it was around $20 +/- but this is delivered as well.
