I am pretty sure I read somewhere that if you change your ticket from one let’s say a 17,500 mileage ticket to a 25,000 ticket they do charge you- is that only from quarter to quarter or here as well?

That’s true for the quarter to quarter promo, but this may be different. This can be booked online as a regular award-that needs to be entered as a special award type.
