Account requires a citi checking account, which is free with no minimum balance as long as you pay 2 people/bills every month from your account online(You can even pay yourself twice to qualify!)
What i love about my own citi checking is that they give me 5 fee-free non-citibank ATM transactions per month-and they reimburse the other banks fee as well!
