Federal law requires that everyone pick up their luggage in the US city that they land in (in this case Newark) regardless of the final destination at which point nobody is going to force you to take the final flight. Passengers that want to continue onward have to claim their luggage and recheck it in Newark.

Question: Can I use only the second leg of the trip to go back to EWR, or is there a law requiring people to be on both ends of a round trip?
The flight TLV-WAS stops in EWR, can I just get off at EWR and not continue on to DC?

Chani if you don’t show up for first leg of round trip ticket they cancel the whole ticket, all airlines.
