Yes, I purchased one in early December and received a visa prepaid card 2-3 months later. (I think February but maybe March). You can check on the rebate status online but I don't remember the website URL offhand. If you have a copy of the rebate form, it should be in the fine print.

you can track it by calling  888-709-7079 and then enter the phone #  you put on the rebate, or www.rebateshq.com. I'm waiting for mine on the wep305 for a while & they keep pushing it off.

NJ is trying to pass a law that all rebates must be instant rebates! Although that would probably end up negatively affecting consumers because less rebates will be offered.

Part of the calculation in giving the rebates is definitely based on the fact that a certain amount of people wont send it in. And even those that do, not everyone fights to get it. So for those who do chase them up, such a law would be negative but for most people who only ever get the rebates when they're instant, this would be a positive.
