@Fyi: Please do not paskan for the masses. There are quite a few well respected poskim that hold that wipes are permitted depending on how much residual moisture is left over on the skin. Read (1 of) R Cohen’s books on hilchos shabbos.

The actual problem of chilul shabbos here is the fact that when you flush you are essentially causing something to travel from a rishus hayachid to a rishus harabim. This is much more problematic as this type of hotzah is assur me’deoreissah according to all poskim

correction: I made a mistake about the fact that it would be an issue deoraissah according to everyone. A lot of shitas hold it is only assure min hatorah if it goes to a place where 600,000 people travel through daily. However it very well could be depending where you live that it would be an issue deoraissah and in any case definitely an issur drabanan at the least.
