@Terms: You meant “Conversion”, not “Conversation” as per:
For each conversion of points into the Frequent Flyer program of a U.S. airline, a fee of $0.0005 per point, with a maximum fee of $75, will be charged to your Card account.
This is how it’s always been. In fact it is going up to .0006 cents as of September 1st I think with a maximum of $99. Transferring to airlines based out of the USA are exempt from this fee.

Looks like about 990000 points per transfer, but multiple transfers are allowed.
