Through 04/23 Uber is offering up to 5 free rides per person in Cleveland. Each ride can be up to $25, if it runs more than $25 than your credit card will be charged. No promo code is needed.
However when you signup here you’ll also get a $20 account credit, so if a ride runs $30 it will give $25 for free for the Cleveland promo and just take $5 of your account credit, making your ride free!Ā You would be able to get a ride up to $45 for free with the $25 Cleveland promo+$20 new account credit.
uber offers luxury car service via UberBLACK and affordable rides in clean cars at rates lower than taxis via uberX.
Just download their smartphone app and hail a car on demand.Ā You don’t enter a destination, you just tell the driver where you want to go when he arrives.
I looked up sample quotes (In NYC the rate was typically at the very bottom end of the range for me) using the app from world famous Jerusalem Grill using uberX to:

On your first 5 rides in CLE you’ll get an extra $25 deducted.
If you run over $25 it will start deducting from your account credit. So a $35 airport ride would have $25 free and then take $10 account credit.

No need to tip with uber! Its included in their rates.
There is a gratuity setting under payments that allows you to set the gratuity to a certain percentage. Looks like the default setting is 20%.
I guess this is what you are referring to when you say it’s included
