In general, you can always haggle down prices with the rent a car. Last month, in new jersey i got a Cadillac DTS for 30 dollars a day at enterprise. If the car is sitting in the lot, they dont make money.

There is a chabad corporate in existence, for hertz, you need to do your research to find it!
but with that i think it will take off the 21-24 fee

just make up some corporate acctn and you could be 21
if not ask a different yehiva bachur for one
